Accelerator is right: Mechanima can provide him with what he's asking for, and he tells him as such. No one in the Society is capable of matching his capabilities, and he knows what that's worth to Accelerator, too.
He asks Accelerator what he's willing to give in order to get what he's asking for; tech like that won't be cheap for Mechanima to obtain, and he wants to make sure if he puts in the effort, that Accelerator is willing to pay up.
